Yet this dominance raises critical questions: Does UPI’s near-monopoly in digital payments create systemic risk if the infrastructure fails? Does zero merchant discount rate (MDR) create unsustainable economics that prevent payment innovation? Are we building dependency on a single rails system while stifling competing payment technologies? And crucially—who bears the infrastructure costs when transactions are “free”?

Is UPI’s current model of zero-fee, government-backed payment dominance sustainable and beneficial for India’s digital economy, or does it create hidden costs, innovation barriers, and concentration risks that will manifest as problems in the future?
  • Should UPI introduce a nominal MDR (merchant discount rate) to create sustainable economics for payment service providers and fund infrastructure upgrades, or would this undermine financial inclusion and merchant adoption that zero-MDR enabled?
  • Does UPI’s dominance prevent innovation in alternative payment technologies (blockchain-based payments, offline digital payments, privacy-preserving payment rails) because banks and fintechs have no economic incentive to build competing infrastructure?
  • What happens to India’s digital economy if UPI infrastructure experiences a major outage, security breach, or technical failure—are we building dangerous single-point-of-failure dependency in our payments ecosystem?
