India’s Quantum Leap: How Should Nations Balance the Race for Quantum Supremacy with Equitable Access to Secure Communication?
Context from today’s quiz: India’s National Quantum Mission (NQM) demonstrated a 1,000 km secure quantum communication network using indigenous QKD technology by QNu Labs — one of the longest in the world. With a budget of Rs 6,003.65 crore and a 2,000 km pan-India target by 2030–31, India is positioning itself as a serious quantum power. Simultaneously, only a handful of nations possess this technology, raising questions about digital sovereignty, strategic advantage, and the global divide in access to quantum-secure infrastructure.
🤔 Your Perspective Matters
As India builds a quantum-secure communication backbone, it must navigate competing imperatives: national security, economic inclusion, and international cooperation.

Should India prioritise sharing quantum communication technology with its neighbouring smaller nations (like Seychelles, Bhutan, Nepal) as part of its SAGAR/MAHASAGAR diplomacy — or protect it as a strategic asset first?
  • Given that QKD provides theoretically unbreakable encryption, how does this technology change the calculus of intelligence gathering and diplomatic communications between states?
  • India was the first country to declare a National Safe Motherhood Day — reflecting a pattern of policy leadership. Does this same leadership role require India to democratise quantum access in the Indian Ocean Region, or would that undermine its strategic depth?
  • The CAPF General Administration Act, 2026 harmonises internal security governance. Should India similarly pursue a multilateral quantum communication governance framework within IORA or SAARC to prevent a quantum security divide in South Asia?

We’d love to hear your thoughts! Share your perspective in the comments.
