INS Mahendragiri Delivered — Project 17A Frigate

What: INS Mahendragiri, a Nilgiri-class stealth guided-missile frigate built under Project 17A (P-17A), was delivered on 30 April 2026 by Mazagon Dock Shipbuilders Limited (MDL), Mumbai. It is the 6th ship delivered under the P-17A programme and the 100th warship designed by the Warship Design Bureau (WDB). The ship is named after the Mahendragiri peak of the Eastern Ghats in Odisha.

How: P-17A comprises 7 stealth frigates — 4 built at MDL Mumbai and 3 at Garden Reach Shipbuilders and Engineers (GRSE), Kolkata. The ships are designed by the Indian Navy’s own Warship Design Bureau and feature approximately 75% indigenous content. They are multi-domain platforms capable of anti-surface, anti-air, and Anti-Submarine Warfare (ASW) operations.

Why: This is a flagship example of Aatmanirbhar Bharat (self-reliance) in defence manufacturing. UPSC and state PSC exams frequently test P-17A details, MDL’s role, and indigenous shipbuilding milestones. The 100th WDB-designed ship is a headline-worthy fact for Prelims.

Ladakh Gets 5 New Districts — Total Now 7

Polity

What: The Union Territory (UT) of Ladakh was reorganised with 5 new districts notified on 27 April 2026 and inaugurated on 29 April 2026, taking the total district count from 2 to 7. The new districts are Nubra (HQ: Diskit), Sham (HQ: Khaltse), Changthang (HQ: Nyoma), Zanskar (HQ: Padum), and Drass (HQ: Drass-Ranbirpura). Lieutenant Governor (LG) Vinai Kumar Saxena presided over the process, which was approved by the Ministry of Home Affairs (MHA) in August 2024.

How: Three new districts — Nubra, Sham, and Changthang — were carved out of the existing Leh district, while Zanskar and Drass were carved out of Kargil district. Ladakh has been an LG-administered UT without a legislature since J&K’s bifurcation in 2019, so all administrative changes are effected through central/LG authority.

UAE Exits OPEC+ — Membership Now 11

International

What: The United Arab Emirates (UAE) exited the Organisation of the Petroleum Exporting Countries / OPEC+ effective 1 May 2026, ending nearly six decades of membership. The exit was driven by the UAE’s desire for greater production flexibility and frustration with quota constraints. OPEC membership now stands at 11 countries, down from 12.

How: OPEC was founded in 1960 in Baghdad and is headquartered in Vienna, Austria. OPEC+ is an extended alliance of OPEC members plus Russia and other allied producers that coordinates global oil output to influence prices. The UAE had been pushing for higher individual production quotas, citing its expanded capacity, before finally departing.

Why: India, as one of the world’s largest oil importers, closely monitors OPEC+ decisions since they directly affect fuel prices and the trade deficit. This is relevant for UPSC Economy and International Relations sections, and also for questions on energy security, India’s crude oil import partners, and global commodity markets.

EPFO E-PRAAPTI Portal Launched

What: E-PRAAPTI stands for EPF (Employees’ Provident Fund) Aadhaar-Based Access Portal for Tracking Inoperative Accounts. It is a digital portal launched by the Employees’ Provident Fund Organisation (EPFO) to help members locate, access, and manage old or inactive provident fund accounts using Aadhaar-based authentication.

How: Members can log in using their Aadhaar credentials to identify dormant or inoperative PF accounts linked to past employers. The portal allows tracking across multiple employers and facilitates consolidation or withdrawal of such accounts. EPFO is a statutory body under the Ministry of Labour and Employment (MoLE) and administers the Employees’ Provident Fund and Miscellaneous Provisions Act, 1952.

Why: Inoperative PF accounts are a long-standing welfare issue in India. This portal addresses financial inclusion and digital empowerment of workers — themes tested in UPSC Social Issues and Governance papers. RSF World Press Freedom Index 2026 — India at 157

What: The RSF (Reporters Sans Frontières, commonly known as Reporters Without Borders) World Press Freedom Index 2026 placed India at 157th position out of 180 countries, a decline of 6 ranks from 151st in 2025. Norway retained 1st place for the 10th consecutive year, while Eritrea ranked last at 180th. RSF is a Paris-based non-governmental organisation (NGO).

How: The index is compiled annually by RSF based on indicators including safety of journalists, legal framework, economic conditions of the media, and political environment. According to International Federation of Journalists (IFJ) data cited by UNESCO, 128 journalists were killed in 2025 — approximately one journalist every four days globally.
