Think & Discuss
From MGNREGA to VB-G RAM G: Has India’s Rural Employment Guarantee Evolved — or Been Quietly Restructured?
Context from today’s quiz: The Ministry of Rural Development has notified the Viksit Bharat — Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, which will repeal MGNREGA from 1 July 2026. The new Act increases the guaranteed employment from 100 to 125 days and broadens permissible works to cover water security, rural infrastructure, livelihood infrastructure, and climate resilience. Yet the rebranding from a rights-based law associated with the UPA era to a flagship aligned with the Viksit Bharat@2047 vision raises foundational questions about continuity, dilution, and political ownership of welfare architecture.
🤔 Your Perspective Matters
MGNREGA was a landmark rights-based legislation — the first of its kind globally — providing a statutory right to work to rural households. Its replacement by VB-G RAM G expands the days of work but also reframes the underlying philosophy from a justiciable right to a ‘mission-mode guarantee’.

Does increasing the guaranteed employment from 100 to 125 days meaningfully strengthen rural welfare, or does the deeper question lie in whether wages, work demand fulfilment, and timely payment reach the last mile — issues that plagued MGNREGA itself?
  • MGNREGA’s strength lay in its rights-based framework, allowing Social Audits and judicial enforcement. Does the VB-G RAM G Act preserve the same enforceability, or is the shift to ‘mission’ language a structural dilution of accountability mechanisms?
  • The Act adds ‘climate resilience’ as a permissible category. Given India’s commitments under the Paris Agreement and the rising frequency of extreme weather events affecting agricultural livelihoods, can MGNREGA-style schemes be retooled as climate adaptation instruments — and what would that require institutionally?
  • Several states have repeatedly demanded higher central wage rates and faster fund release under MGNREGA. With BMIP, COSOP, and VB-G RAM G all converging on rural and economic resilience in May 2026, is India’s welfare architecture moving towards greater Centre-led coordination — and what does this mean for cooperative federalism?
