Think & Discuss
India’s Logistics Ambition vs. Reality: Can LEADS Rankings Translate into Global Competitiveness by 2047?
Context from today’s quiz: India’s 7th LEADS Report introduced a new four-tier classification, with Tamil Nadu, UP, Mizoram, and Delhi as ‘Exemplars’. Simultaneously, India signed MoUs for its first Mega Greenfield Shipyard (2.5 MGT capacity) under Maritime Amrit Kaal Vision 2047, and is pursuing Coal Gasification to reduce import dependence. These initiatives collectively define India’s infrastructure and industrial vision for the next two decades — but there are structural gaps between rankings and real-world execution.
🤔 Your Perspective Matters
India is simultaneously building its logistics backbone (LEADS), maritime capacity (shipyard MoU), energy security (coal gasification), and IP ecosystem (IP Catalyst) — a multi-front infrastructure push. Yet India’s logistics costs remain ~13–14% of GDP, compared to ~8% in developed economies.

Is India’s current multi-scheme approach to infrastructure development — LEADS, MAKV 2047, NCGM, and IP Catalyst — a coherent integrated strategy, or a fragmented set of parallel initiatives that risk duplicating effort and missing interdependencies?
  • LEADS shows that Mizoram — a landlocked northeastern state — is an ‘Exemplar’ in logistics ease. What does this reveal about how India measures logistics performance, and does the framework adequately capture last-mile connectivity and multimodal integration challenges?
  • The Thoothukudi shipyard depends on South Korean technology (HD KSOE), the Coal Gasification scheme draws on NCGM, and IP Catalyst is implemented by C-DAC. How should India balance technology imports and domestic capability building to avoid perpetual dependence on foreign expertise in critical sectors?
  • The LEADS 2025 Report was released by the Commerce Minister, the shipyard MoU was signed by MoPSW, the coal scheme was approved by the Cabinet, and IP Catalyst was launched by MeitY — all in the same week. Does the absence of a single coordinating body for industrial infrastructure risk policy fragmentation, and should India establish a dedicated National Infrastructure Coordination Authority?
