Doddalahalli Kempegowde Shivakumar (INC, Kanakapura constituency) sworn in as 25th CM of Karnataka after Siddaramaiah stepped down. Oath administered by Governor Thawar Chand Gehlot at Raj Bhavan, Bengaluru under Article 164 of the Indian Constitution. First elected MLA in 1989 from Sathanur (age 27). Won from Kanakapura in 2008, 2013, 2018, 2023. Was previously Deputy CM under Siddaramaiah.

Recovery mechanism: when global ATF prices fall, the differential is recovered from OMCs and returned to the Consolidated Fund of India.
