India’s AI Data Sovereignty vs. Digital Self-Reliance: Should India Welcome Hyperscaler Data Centres or Build Its Own National AI Infrastructure?
Context from today’s quiz: Meta and Reliance Industries are partnering to build India’s first large-scale AI-enabled data centre in Jamnagar — with Meta leasing 168 MW of AI-ready capacity — linked to Project Waterworth, Meta’s global subsea cable network. The facility runs on 100% renewable energy and is expected to be operational by 2028. Simultaneously, India’s Defence Ministry approved its first solar-BESS project on defence land, and West Bengal’s integration into Ayushman Bharat PM-JAY completed nationwide digital health coverage. The convergence of AI infrastructure, digital governance, and data-driven public services raises a fundamental question about India’s strategy for the digital era.
🤔 Your Perspective Matters
India is at a crossroads in its AI infrastructure journey. On one hand, partnerships with global tech giants like Meta bring immediate capital, renewable energy investment, and connectivity upgrades. On the other hand, hosting critical AI compute infrastructure owned by foreign corporations raises questions about data sovereignty, regulatory oversight, and strategic autonomy.

Should India prioritise attracting hyperscaler data centre investments from Meta, Google, and Microsoft — or build indigenous AI compute infrastructure (a “National AI Stack”) to ensure long-term digital sovereignty, even if it means slower capacity growth?
  • The Meta-Reliance data centre in Jamnagar will be linked to Project Waterworth — Meta’s subsea cable network. Does routing India’s AI traffic through foreign-controlled submarine cables create a strategic vulnerability? How should India’s Digital Personal Data Protection Act (2023) govern data processed in such facilities?
  • The VB-G RAM G scheme (replacing MGNREGA) will cover 2.8 lakh Gram Panchayats through digital platforms, and NFHS-6 covers 715 districts with 101 health indicators for policy use. As AI increasingly powers welfare delivery and health analytics, who should own and control the underlying compute — the Indian state, private-public partnerships, or global tech companies?
  • Air Commodore Prasanth Balakrishnan Nair’s Kirti Chakra for the Axiom-4 mission signals India’s growing role in international space collaboration. Just as India chose to partner internationally for ISS access while building domestic capability (Gaganyaan), should the same “collaborate internationally, build domestically” approach guide AI infrastructure — or is AI fundamentally different from space in terms of strategic sensitivity?
