Think & Discuss
India’s Industrial Push vs. Children’s Rights: Can PLI Schemes and Child Labour Elimination Go Hand in Hand?
Context from today’s quiz: Two of today’s questions highlight a telling juxtaposition: India simultaneously observes World Day Against Child Labour (12 June) — commemorating the ILO’s mission to eliminate exploitative child work — while approving 96 companies under the PLI Scheme for Textiles with projected employment of 36,217 jobs. Textile and garment manufacturing has historically been one of the sectors most prone to child labour globally. India is both a signatory to ILO Convention No. 182 and one of the world’s fastest-growing textile manufacturing hubs.
🤔 Your Perspective Matters
India’s industrial policy is generating millions of new jobs in sectors with a complex history of labour rights violations. As government schemes like PLI scale up manufacturing — especially in textiles, defence, and infrastructure — the quality and enforcement standards around that employment become crucial.

Should India’s PLI Scheme approvals include mandatory child labour and labour rights compliance audits as a condition for incentive disbursement — or does this risk adding compliance burden that undermines the scheme’s industrial competitiveness goals?
  • India’s IDDM defence procurement policy requires 75% indigenous content — but has no explicit social compliance floor. Should defence and industrial procurement policies in India incorporate ILO Convention No. 182 compliance as a supply-chain requirement, similar to EU due diligence directives?
  • The RBI’s Third Amendment Directions, 2026, set asset quality floors for REITs and InvITs to protect bank lending. Should similar regulatory floors exist for labour standards in government-backed investment schemes — and who should be the enforcing authority: Ministry of Labour, SEBI, or an independent body?
  • Sangeet Natak Akademi recognises excellence in performing arts; EMBO recognises excellence in early-career science. India’s recognition architecture rewards performance — but does it adequately incentivise institutions that excel in eliminating exploitative labour practices in their supply chains? What would a complementary ‘Social Compliance Excellence’ recognition framework look like?
