India’s Defence Indigenisation Push: Can ‘Make in India’ Truly Deliver Strategic Autonomy in High-Tech Warfare?
Context from today’s quiz: Two defence stories from today’s quiz reveal a nuanced picture of India’s indigenisation journey. On one hand, the Ahmedabad–Dholera rail project is proudly the first to use indigenous semi high-speed technology at 220 kmph — a railways milestone. On the other hand, L&T is partnering with France-based Exail Technologies for Mine Countermeasure systems, and FWDA’s ‘Kaal Bhairava’ UCAV — billed as India’s AI-powered combat aircraft — will be manufactured in Portugal. Meanwhile, the Indian Army and Navy signed an MoA on inter-service affiliation, signalling growing jointness. Together, these developments raise a key question about the depth and pace of India’s actual defence self-reliance.
🤔 Your Perspective Matters
India has ambitious targets under the Defence Acquisition Procedure (DAP) and ‘Atmanirbhar Bharat’ — from positive indigenisation lists to iDEX (Innovations for Defence Excellence). Yet critical systems like MCMVs still require foreign technology partnerships, and cutting-edge UCAVs are manufactured abroad.

Is India’s current approach to defence indigenisation — leveraging foreign technology partnerships while building domestic capability — a pragmatic bridge strategy, or does it risk creating a permanent dependency that undermines the very autonomy it seeks?
  • India’s ‘Kaal Bhairava’ UCAV is manufactured in Portugal under ‘Operation 777’. Does an internationally-manufactured platform truly qualify as indigenously developed — and how should India define and measure genuine defence indigenisation?
  • The Indian Army–Navy MoA on Affiliation focuses on jointness and multi-domain operations. In the age of AI-powered UCAVs and unmanned MCM systems, is inter-service affiliation a sufficient response — or does India need a fully restructured theatre command architecture urgently?
  • India topped the Deregulation Index (Tripura being a front-runner), and is building high-speed rail corridors. Should India’s defence industrial policy take lessons from its infrastructure governance — particularly Ease of Doing Business reforms — to accelerate private sector participation in defence manufacturing?
