Think & Discuss
India’s Defence-Tech Sovereignty: Can AMCA and Strategic US Partnerships Coexist — or Does Dependence Undermine Atmanirbharta?
Context from today’s quiz: On the same day the AMCA foundation was laid at Puttaparthi — heralding India’s ambition for a fully indigenous 5th-generation stealth fighter — the United States approved USD 428.2 million in Foreign Military Sales (FMS) packages for AH-64E Apache helicopters and M777A2 howitzers. India is simultaneously building domestic defence capabilities through DRDO/ADA while deepening reliance on US systems. This apparent contradiction sits at the heart of India’s Atmanirbhar Bharat (self-reliant India) doctrine in defence.
🤔 Your Perspective Matters
India’s defence strategy today straddles two worlds: long-horizon domestic R&D programmes (AMCA, Tejas, DRDO missiles) with decade-long gestation periods, and short-term FMS acquisitions from the USA that fill immediate capability gaps but entrench supply chain dependencies. This creates a structural tension between strategic autonomy and operational readiness.

Should India prioritise accelerating domestic defence programmes like AMCA even at the cost of near-term capability gaps — or is pragmatic reliance on US FMS packages a necessary bridge strategy that does not fundamentally compromise Atmanirbharta?
  • India invoked FMS sustainment contracts with Boeing, Lockheed Martin, and BAE Systems. Does this create a long-term dependency on US geopolitical goodwill (as seen in the F-16 embargo to Pakistan or sanctions risks), and should India’s defence procurement policy impose stricter technology transfer requirements as a condition for all FMS deals?
  • The Google–Blackstone JV (USD 5B in AI cloud infrastructure) and the AMCA programme both reflect high-technology sovereignty ambitions — but in AI, India is a consumer, not a producer. Should India create an equivalent ‘Mission AMCA’ approach for domestic AI chip development (similar to the semiconductor mission), and how does UIDAI’s Aadhaar data stack fit into this strategic picture?
  • V. D. Satheesan’s UDF government in Kerala comes to power partly on economic concerns. Kerala has a significant defence production base (BDL, DRDO labs). How should state governments leverage Central defence manufacturing initiatives like the AMCA facility in AP and the upcoming Defence Corridors (UP and Tamil Nadu) to drive employment and industrial growth?
