Context from today’s quiz: On 19 April 2026 — the same day South Korea’s President was in India discussing a USD 50 billion trade target — India inaugurated its first advanced 3D Glass Chip Packaging Unit in Bhubaneswar, Odisha. Built by a US company (3DGS) under India’s Semiconductor Mission with a joint Central-State investment of Rs 1,943 crore, the unit will produce 50 million assembled units and 13,000 advanced 3DHI modules annually. Commercial production begins only in August 2028. Meanwhile, Apple announced a CEO transition to its hardware engineering chief — signalling that global tech leadership increasingly flows from semiconductor mastery.

India is attempting to build a semiconductor ecosystem from the ground up — at a time when the US, China, South Korea, and Taiwan have decades-long head starts. The Bhubaneswar unit focuses on advanced packaging (not chip fabrication), which is a critical but downstream step in the semiconductor value chain. India is betting on its talent pool, government incentives, and global supply-chain diversification pressures to leapfrog into relevance.

Is advanced chip packaging — rather than chip fabrication — the right entry point for India into the global semiconductor value chain, and what would it take for India to move up to full-scale chip design and manufacturing by 2035?
  • India’s semiconductor unit requires Central and State government subsidies totalling over Rs 1,200 crore. Is heavy public subsidy the right model for building a strategic industry — or does it risk creating non-competitive firms dependent on state support, as has happened in some other countries?
