Internationalisation of Indian Higher Education: Does Inviting Foreign Universities Strengthen or Hollow Out India’s Academic Ecosystem?
Context from today’s quiz: The University of Liverpool became the first Russell Group university to receive UGC approval for an India campus, to be set up in Bengaluru under the NEP 2020 internationalisation framework and the India–UK Vision 2035. This follows earlier approvals for other foreign universities under the new UGC (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023. The move is framed as expanding global access for Indian students — but critics ask whether it benefits India’s existing public university system or primarily creates premium-priced enclaves for the affluent.
🤔 Your Perspective Matters
India’s higher education internationalisation strategy seeks to bring global institutions to Indian soil — reducing the outflow of students (and foreign exchange) while signalling openness. But the tension between elite access and equitable education is real.

Should India prioritise inviting elite foreign universities like Liverpool to build India-facing campuses — or would the same investment in strengthening India’s existing Central and State universities deliver more equitable and lasting impact on the country’s human capital?
  • Vaibhav Sooryavanshi’s selection at 15 — the youngest ever — reflects a talent pipeline built through domestic cricket infrastructure (Ranji Trophy, IPL). Does India’s sports talent-scouting model hold lessons for how universities should be identifying and nurturing academic talent from non-metro backgrounds?
  • BHASHINI’s Sunno Sutra aims to build AI that works in local languages and offline environments — a grassroots design philosophy. Should foreign university campuses in India be required to orient their research and curricula towards India-specific challenges (rural development, vernacular AI, agriculture) rather than replicating their home-country offerings?
  • The IndiaAI Impact Summit 2026 was the first global AI governance summit hosted by a Global South nation. As India positions itself as a thought leader in inclusive AI, how should its higher education internationalisation strategy reflect this positioning — rather than simply importing Western academic models?
