Think & Discuss
India in Space: Should Public-Private VLEO Partnerships Define the Future of Strategic & Civilian Satellites?
Context from today’s quiz: Bharat Electronics Limited (BEL) signed an MoU with Bellatrix Aerospace β€” a deep-tech startup β€” to jointly develop satellite systems for Very Low Earth Orbit (VLEO). This reflects a growing trend in India’s space sector of combining state-owned manufacturing expertise with private sector innovation, following the liberalisation of the space sector post-2020.
πŸ€” Your Perspective Matters
India’s space sector is witnessing a structural shift β€” from an exclusively ISRO-led model to an ecosystem where public sector giants like BEL partner with private startups like Bellatrix Aerospace to develop cutting-edge satellite technology. While this model promises agility and innovation, it also raises questions about strategic autonomy, data security, and equitable access to space infrastructure.

Is India’s emerging public-private space partnership model β€” exemplified by BEL and Bellatrix Aerospace β€” the right approach for developing sovereign space capabilities, or does it risk compromising strategic interests?
  • VLEO satellites offer advantages like higher-resolution imaging and lower latency, but also require advanced propulsion due to atmospheric drag. Should India prioritise indigenous VLEO capability or rely on international technology transfers for faster deployment?
  • How should India balance the dual-use nature of VLEO satellites β€” serving both defence and civilian purposes β€” when involving private startups in their development?
  • In the context of India’s Aspirational District programmes and Digital India goals, how can VLEO-based connectivity infrastructure be leveraged to bridge the rural–urban digital divide?
