Think & Discuss
India’s Semiconductor Ambition vs. Strategic Reality: Can ISM 2.0 Deliver True Chip Self-Sufficiency?
Context from today’s quiz: The Union Cabinet’s approval of two final ISM 1.0 projects — India’s first GaN-based Mini/Micro-LED facility (Crystal Matrix Limited) and a semiconductor packaging unit (Suchi Semicon) — marks the end of India’s first round of semiconductor manufacturing incentives. The combined investment is ~Rs 3,936 crore and promises 2,230 jobs. This comes as India simultaneously approved the ECLGS 5.0 to absorb supply shocks from the West Asia conflict, and DPIIT tightened FDI scrutiny for 40 sub-sectors with China exposure — from polysilicon and rare earth magnets to PCBs and battery components.
🤔 Your Perspective Matters
India’s semiconductor push under ISM 1.0 focused on packaging and display technologies — not advanced chip fabrication. Global leaders like TSMC and Samsung manufacture chips at 2–3 nanometre nodes; India’s approved projects sit at the packaging and compound semiconductor layer.

Is India’s step-by-step semiconductor strategy — starting with packaging, displays, and compound semiconductors before moving to advanced fabrication — a pragmatic industrial policy, or does it risk locking India into low-value segments of the global chip supply chain for decades?
  • DPIIT has identified 40 sub-sectors including rare earth permanent magnets and polysilicon as sensitive FDI segments. Given India’s limited domestic rare earth processing capacity, can India build semiconductor sovereignty without first securing upstream mineral supply chains — and what policy instruments would bridge this gap?
  • ECLGS 5.0 was triggered by West Asia conflict supply disruptions — the fifth iteration of a scheme originally designed for COVID-19. Does the repeated invocation of emergency credit schemes signal a structural problem in India’s MSME ecosystem, or is it evidence of adaptive and resilient economic governance?
  • India’s non-food credit grew 15.9% in FY26, with the services sector leading at 19%. If credit growth is robust but semiconductor manufacturing remains nascent and import-dependent, does India’s growth story carry an embedded technology vulnerability — and how should ISM 2.0 address this?
