Think & Discuss
India’s Fast Breeder Reactor Programme: A Strategic Leap or a Delayed Promise?
Context from today’s quiz: India’s 500 MWe Prototype Fast Breeder Reactor (PFBR) at Kalpakkam achieved first criticality on 6 April 2026 — a milestone decades in the making. The PFBR marks India’s entry into Stage 2 of its 3-Stage nuclear programme, positioning it to eventually harness vast thorium reserves. With commercial operations expected by September 2026, India will be only the second country after Russia to operate a commercial-scale FBR. This raises profound questions about energy security, nuclear diplomacy, and technological sovereignty.
🤔 Your Perspective Matters
India’s 3-Stage nuclear programme — conceived by Homi Bhabha in the 1950s — envisioned eventual energy independence through thorium utilisation. Now that Stage 2 has begun with the PFBR, how strategically significant is this milestone, and what are the real barriers between this and full energy independence?

Is India’s nuclear programme a credible path to energy sovereignty, or is it perpetually ‘just around the corner’?
  • India has one of the world’s largest thorium reserves (~25% of global deposits). How does the PFBR’s success in Stage 2 accelerate or complicate the timeline for Stage 3 thorium reactors?
  • Given that the PFBR has faced repeated delays since its initial 2010 target, what institutional, regulatory, or funding reforms are needed to ensure Stage 3 does not face similar setbacks?
  • With global energy geopolitics shifting due to the West Asia conflict (as seen in Morgan Stanley’s CAD projections), does achieving domestic nuclear fuel breeding become even more critical for India’s macroeconomic stability?
