The State of the Union (SOTU) address is one of the most important constitutional traditions in American politics. Its basis lies in Article II, Section 3 of the United States Constitution, which states that the President “shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient.”

In the modern era, this has evolved into an annual televised address delivered before a joint session of Congress — with both the Senate and the House of Representatives assembled together in the House chamber — in the presence of the Cabinet, Supreme Court justices, the Joint Chiefs of Staff, and foreign dignitaries. The first SOTU was delivered by George Washington in 1790. For much of American history it was a written message; since the 20th century it has become a major televised event — effectively the President’s annual report card, agenda-setting speech, and political statement all rolled into one.

Trump’s February 24 SOTU carried several unusual elements. First, it was delivered during a partial government shutdown — funding for the Department of Homeland Security (DHS) had lapsed on February 14 when Congress failed to pass a continuing resolution. Non-essential DHS operations were paused as Trump addressed Congress.

Second, Trump’s approval ratings — particularly on the economy — had been sliding heading into the address. The 2026 midterm elections, scheduled for November, loom less than nine months away — with all 435 House seats and one-third of Senate seats at stake for Republicans. Third, at 1 hour and 47 minutes, this was the longest joint address in modern American history — packed with policy announcements, theatrical moments, and political jousting with Democratic members.

A tense moment arose when Trump asked members to stand if they agreed the government’s first duty is to protect American citizens “not illegal aliens.” Democrats remained seated; Trump called them out, leading to a brief back-and-forth with Representatives Ilhan Omar and Rashida Tlaib.

One Big Beautiful Bill Act (OBBBA) — Trump’s signature tax and spending legislation, already signed into law — was the centrepiece of his domestic agenda claims. Key provisions: no federal income tax on tips, overtime pay, or Social Security income; a new deduction for auto loan interest; and an expanded senior deduction.

In the SOTU, Trump announced a new proposal: a federal retirement match of up to $1,000 per year for workers without access to an employer-sponsored retirement plan (like a 401(k)) — extending retirement security to the broader private sector workforce.

He called on Congress to pass the Stop Insider Trading Act (H.R. 7008) — which would restrict stock trading by members of Congress. This has bipartisan support. He also highlighted an executive order restricting large institutional investors from purchasing single-family homes — aimed at addressing the housing affordability crisis for first-time buyers — and called for it to be codified into law.

On inflation: January 2026 CPI came in at 2.4% (down from 2.7% in December), below expectations. Core CPI stood at 2.5% — its lowest since April 2021. The Federal Reserve’s target is 2%. However, the SOTU came just days after the US Supreme Court struck down Trump’s IEEPA-based tariffs — a major legal setback for his trade policy whose economic implications were still playing out.

Russia-Ukraine: Trump said his administration is “working hard” to end the conflict, noting that “25,000 soldiers are dying each and every month.” He claimed progress toward a ceasefire. February 24 marked the 4th anniversary of Russia’s full-scale invasion of Ukraine.

Eight wars ended: Trump claimed to have ended eight wars in his first ten months in office. The claim is disputed by foreign policy analysts, who argue these were mostly ceasefires or US disengagements rather than genuine conflict resolutions.

Iran: Trump alluded to possible military action against Iran, noting he was weighing options while also pursuing a potential deal.

Fentanyl: Trump took credit for the intelligence support that led to the killing of cartel leader El Mencho, framing it as part of his commitment to stopping fentanyl from entering the US.

India trade deal: Trump confirmed that a trade deal with India “is on” — with an interim pact expected around April 2026. This follows the Supreme Court striking down his IEEPA tariffs, creating a new negotiating environment for US trade agreements.

The gold medal-winning US men’s hockey team (who beat Canada at the Milan-Cortina Winter Olympics) received a bipartisan standing ovation — one of the few moments of cross-party applause in the chamber.

Staff Sgt. Andrew Wolfe — who survived a shooting attack in Washington, D.C. — was awarded the Purple Heart.

Virginia Governor Abigail Spanberger delivered the official Democratic response, focusing on affordability concerns and criticising Trump as “out of touch with average Americans.” California Senator Alex Padilla delivered the Spanish-language response.

Trade deal confirmation. Trump’s public statement that a trade deal with India “is on” — with an interim pact expected April 2026 — is the most direct India-relevant element of the SOTU. Trump’s aggressive anti-fentanyl posture has implications for Indian pharmaceutical exports and regulatory compliance requirements from the US Drug Enforcement Administration (DEA).

Obamacare and Indian diaspora. Changes to the US healthcare system through potential ACA replacement affect a large Indian-origin population in the US (estimated 4+ million), as well as India’s medical tourism sector and pharmaceutical export industry.
