PMSMA Completes 9 Years; Maternal Mortality Shows Sharp Decline

The Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) completed nine years in June 2025. The programme provides free assured antenatal care on the 9th of every month to pregnant women, focusing on early identification of high-risk pregnancies.

Since its launch in 2016, over 6.19 crore women have benefited. India’s Maternal Mortality Ratio (MMR) declined significantly from 130 to 80 per 1 lakh live births, reflecting improved maternal healthcare outcomes.

Government Revises GFR Norms for Scientific Procurement

The Ministry of Finance amended provisions under the General Financial Rules (GFRs) to simplify procurement of scientific equipment.

Key changes include:

  • Purchase up to ₹2 lakh – without quotations by heads of R&D institutions
  • Purchase committee limit – raised to ₹20 lakh
  • Tender thresholds – increased to ₹1 crore

The move aims to speed up research and innovation, especially in defence and advanced sciences.

Clean Plant Programme Announced for Horticulture

Union Agriculture Minister Shivraj Singh Chouhan announced the Clean Plant Programme at India’s first International Agri Hackathon in Pune.

Nine specialised horticulture facilities will be set up nationwide, including three centres in Maharashtra. The programme will ensure disease-free planting material and receive technical support from Israel and the Netherlands.

Bengaluru Declared India’s ‘Leopard Capital’

A comprehensive camera-trap survey revealed that Bengaluru hosts 80–85 free-ranging leopards, the highest among Indian metropolitan regions.

Conducted by the Holématthi Nature Foundation, the study covered forest fringes including Bannerghatta National Park, making Bengaluru the only metro with a full range of large mammals in its periphery.
