Panchayat Advancement Index (PAI) Baseline Report FY23

What: The Ministry of Panchayati Raj released India’s first Panchayat Advancement Index (PAI) Baseline Report for FY2022–23, evaluating 2.55 lakh Gram Panchayats (GPs) across 9 themes of the Localised Sustainable Development Goals (LSDG). A total of 699 GPs were identified as ‘Front Runners’ — the highest performance category.

How: Each Gram Panchayat was scored on nine LSDG themes covering areas like poverty, health, education, clean water, sanitation, and infrastructure. States were ranked by the number of Front Runner GPs, with Gujarat topping the list at 346, followed by Telangana at 270.

Why: PAI is a key instrument to monitor decentralised governance under Article 243G of the Constitution. It is relevant for UPSC GS-II (Panchayati Raj institutions, devolution of powers) and State PSC exams. The LSDG framework links rural local bodies to the UN Sustainable Development Goals (SDGs), making it important for GS-III as well.

India’s First Himalayan High-Altitude Climate Research Centre

What: India’s first Himalayan High-Altitude Climate Research Centre was inaugurated at Nathatop, Udhampur, Jammu & Kashmir, at an elevation of 2,250 metres. It is also the world’s second such dedicated high-altitude climate research centre, affiliated with the World Meteorological Organization’s (WMO) Global Atmosphere Watch (GAW) Programme.

How: The centre focuses on studying aerosols, cloud microphysics, and the broader climate patterns of the North-Western Himalayas.
