Raisina Dialogue 2026 — 11th Edition
InternationalWhat: The 11th Raisina Dialogue was held from 5–7 March 2026 in New Delhi, inaugurated by Prime Minister Narendra Modi. Finland’s President Alexander Stubb was the Chief Guest. The theme was “Saṁskāra — Assertion, Accommodation, Advancement,” structured around 6 thematic pillars.
How: The dialogue is co-organised by the Observer Research Foundation (ORF) and the Ministry of External Affairs (MEA). The 2026 edition also marked the inaugural Raisina Science Diplomacy Initiative (SDI), launched at Bharat Mandapam, signalling India’s intent to link scientific cooperation with foreign policy.
Why: Raisina Dialogue is India’s premier geopolitics and geoeconomics conference, frequently referenced in UPSC GS-II (International Relations) and essay papers. The theme “Saṁskāra” is high-yield for Prelims; the SDI launch and Finland connection (NATO’s Nordic member) are relevant for analytical Mains questions on India’s multilateral diplomacy.
SIPRI Arms Transfer Report 2025
Defence & GeopoliticsWhat: The Stockholm International Peace Research Institute (SIPRI) released its “Trends in International Arms Transfers 2025” report in March 2026. India ranked 2nd among the world’s top arms importers (8.2% share), behind Ukraine (9.7%) and ahead of Saudi Arabia (6.8%). Global arms transfers rose by 10%.
How: The report tracks volume of major conventional weapons transferred between states. Europe’s share of global arms imports surged to 33% (up from 12%), largely driven by the Ukraine conflict. India remains the top recipient of French arms (24% of France’s exports) and Russian arms (48% of Russia’s exports), though India is diversifying its supplier base.
Why: SIPRI data is a recurring source for UPSC Prelims questions on India’s defence imports and global arms trade rankings. For Mains (GS-II & GS-III), it underpins discussions on Atmanirbhar Bharat in defence, India’s strategic autonomy, and the Russia-Ukraine conflict’s ripple effects on global security architecture.
Exercise LAMITIYE 2026 — India–Seychelles
Defence & GeopoliticsWhat: The 11th edition of the India–Seychelles Joint Military Exercise LAMITIYE-2026 commenced on 9 March 2026 at the Seychelles Defence Academy, Victoria. The exercise runs for 12 days (9–20 March) and, for the first time ever, features tri-service Indian participation — Army, Indian Navy (IN), and Indian Air Force (IAF).
How: India deployed INS Trikand, a Talwar-class guided missile frigate, and an IAF C-130 Hercules transport aircraft. The exercise focuses on Sub-Conventional Operations in Semi-Urban Environments — covering counter-terrorism, humanitarian assistance, and joint tactical drills relevant to Indian Ocean island nations.
Why: LAMITIYE is a flagship exercise under India’s SAGAR (Security and Growth for All in the Region) doctrine, cementing maritime ties with the Seychelles — a strategically important island nation in the western Indian Ocean. The first-ever tri-service format is a landmark, making it a strong Prelims MCQ candidate. It also links to GS-II themes on India’s neighbourhood-first and Blue Economy diplomacy.

AIIMS–ISRO MoU: Space Medicine Research
Science & ResearchWhat: The All India Institute of Medical Sciences (AIIMS) New Delhi and the Indian Space Research Organisation (ISRO) signed a Memorandum of Understanding (MoU) for collaborative research in space medicine. The MoU was signed by AIIMS Director M. Srinivas and Dinesh Kumar Singh of the Human Space Flight Centre (HSFC), ISRO’s nodal body for crewed missions.
How: The collaboration focuses on four key medical research areas: the effects of microgravity on the human body, radiation exposure in space, real-time astronaut health monitoring systems, and psychological health during long-duration spaceflight. These directly support India’s Gaganyaan human spaceflight programme, which aims to send Indian astronauts (Gaganauts) to low Earth orbit.
Why: This is significant for UPSC Science & Technology and GS-III (Space) sections. It demonstrates India’s maturing space programme moving beyond satellites into human spaceflight. Space medicine is an emerging interdisciplinary field — questions linking AIIMS, ISRO, Gaganyaan, and HSFC are likely in both Prelims and Mains. It also reflects institutional cooperation between healthcare and space sectors, relevant for GS-II.
Jal Mahotsav 2026 & Jal Jeevan Mission
Digital GovernanceWhat: Union Minister C.R. Patil of the Ministry of Jal Shakti launched Jal Mahotsav 2026 on 8 March 2026 from Rahej village, Navsari, Gujarat. The festival’s tagline is “गाँव का उत्सव, देश का महोत्सव” (Village’s Festival, Nation’s Festival) and runs from 8–22 March, culminating on World Water Day (22 March). The launch day was observed as Sujalam Shakti Diwas.
How: A key component is Jal Arpan Diwas — the formal handover of water infrastructure assets to Gram Panchayats (GPs) under the Jal Jeevan Mission (JJM). JJM aims to provide Functional Household Tap Connections (FHTCs) to every rural household by ensuring piped water supply. Transferring ownership to GPs ensures community-led operation and maintenance of these assets.
Why: Jal Jeevan Mission is one of the most frequently tested flagship schemes in UPSC Prelims. Key facts: launched 2019, target of 100% rural household tap connections, under Ministry of Jal Shakti. Jal Mahotsav adds a new angle — community ownership and decentralisation through GP handovers — relevant for GS-II (governance, decentralisation) and GS-III (water management, rural development).
Nashik MC — Maharashtra’s First Green Municipal Bond
EconomyWhat: Nashik Municipal Corporation (MC) became the first Urban Local Body (ULB) in Maharashtra to list a Green Municipal Bond on the National Stock Exchange (NSE). Green Municipal Bonds are debt instruments issued by city bodies to raise capital specifically for environmentally sustainable urban infrastructure projects.
How: Municipal bonds allow ULBs to access capital markets directly, bypassing dependence on central/state grants. Nashik follows a national trend: Ghaziabad Municipal Corporation was the first in India to list a municipal bond (2021, Rs 150 Cr, for a Sewage Treatment Plant), and Indore Municipal Corporation followed in 2023 (for a 60-MW solar plant). The “green” tag ensures proceeds are earmarked for climate-positive projects.
Why: Municipal bonds and urban finance are recurring UPSC themes under GS-III (infrastructure, urban development) and GS-II (local governance, 74th Constitutional Amendment). UPSC often tracks “firsts” — Ghaziabad (first in India), Nashik (first in Maharashtra) are high-probability Prelims MCQ fodder. Green bonds also connect to India’s climate finance commitments and the SEBI Green Bond Framework, adding Mains depth.
